Vor der unterzeichneten Regierung wird dem
August Schroeter
geboren zu Pankritz, Colonie im Kreise Elbing
am 28.Juli 1855 zum Zwecke des Aufenthalts
in den kaiserlich Russischen Staaten, hierdurch be-
scheinigt, dass derselbe, und zwar durch Abstammung
die Eigenschaft als Preusse besitzt.

I can´t translate this formal document correctly, but it was issued by a civil authority (Prussian government at Danzig) and is not of military provenance. It says that August Schroeter was born in Pangritz on July 28, 1855 and is Prussian by descent ("durch Abstammung"). The document was drawn up for his stay/residency ("zum Zwecke des Aufenthalts") in the Imperial Russian States.
A "Heimathschein" (bottom left side of the page, would be spelled Heimatschein today) was in Prussia an identification document or Certificate of Nationality, and documented a person's birthright.
