but a Privatier is a person without a job because he/she is wealthy enough to afford a life without working for money... so it is more like the person does not want to work for money instead of being not able to obtain any job and living in poverty.

That title says he had reached the highest "rank" in his "service group" without considering political appointments. He was a "lower austrian managing/leading advanced auditor". That means he managed a division or department at the court of auditors of lower austrian or he managed an audit office of a county or a bigger community.
